government is a system by which a country is governed. It is accountable for developing and implementing the rules of society,  for example, defense, the economy, public services, etc.
 
While the responsibilities of all governments are similar, the way how they execute their duties and responsibilities are different in every country. It mainly depends on the form of government in which it works.

Different countries adopted different forms of government, including direct democracy, representative democracy, monarchy, oligarchy, autocracy, socialism, etc. In that Democracy and monarchy are the oldest forms of government.
  
Monarchy:
  
A monarchy is a form of government which has a single person as its head. Usually they are known by their titles such as King, Queen, Emperor, Empress.
The earlier monarchy was common across all the countries. But as soon as the demands of the people (like rights, and freedom) increased, the system also evolved.
 
At a certain period, the true form of monarchy disappeared. Now monarchy is considered a rare case (except few countries like England)

Emergence of monarchies
  • In the early period of society, men were hunters  and gathered food. But after  settling near rivers they practised agriculture.
  • When the man started to live in groups, tribes were formed. Every tribe had its chief.
  • These groups fought among themselves for land, water and other resources.
  • Those who emerged victorious formed kingdoms by uniting the other tribal groups.
  • These kingdoms later integrated to form empires.
